"The HuangLong Central Fishing Port & Port City Project" on the Hainan Islang of China

The New HuangLong Central Port will be the best fishing port on the Hainan Island

The HuangLong Port possess's excellent natural features, its perfect combination of geography, geology and topography makes it to be the best central fishing port on the Hainan Island -The safest, largest and deepest fishing port.

HHTC has done a large amount of investigation, research and design work on this project. There are many scientific documents to support the analysis..

(A) Safest fishing port - It possess's the strict geologic conditions to protect fishboat from the strongest (force 12 ) tornado. All other ports in LinGao County could not provide protection from any tornado stronger than force 9. Its geographic position is on the west share of the Hainan Island, and the port is open towards the west. The tornado here is always from the East-South of the Hainan Island.

(B) Largest fishing port - The port has 3 parts:

Its back port has a sea area as large as 600,000 square meters. It can protect 2,000 -

3,000 fishing ships from force 12 tornados. The back port is majorly use for ship anchorage and safety.

Its front port has a sea area of 250,000 square meters. It can protect from a force 10 tornado. The front port will be the industry production area, including the fishing products exchange wharf, cold storage & ice factory, water supply, oil store dock, ship factory and marine products manufactories etc..

Its middle port pathway has a sea area of 100,000 square meters.

The total sea area of the HuangLong port is 950,000 square meters. Its the largest fishing port on the Hainan Island.

According the State Standard of China: A fishing port that has over 300,000 square meters safe sea area and a whole set of fishing industry facilities, belongs to the first-class fishing port.

(C) Deepest fishing port - The depth of the new port at the first stage is: The entrance & the oil dock areas - 6 metres. The front port & middle port - 5 metres. The back port - 4 metres. This design is the best fishing port on the Hainan Island.

At the present time, the design of the wharf is for 1,500 ton ships.

(D) Construction work conditions are easy and low-cost: the port investigate work detected that the sea bottom of the port area has no rocks, but accumulated sand as deep as 10 meters. After pumping out the sandy layer, it will be the deepest port of the Hainan Island. The prospect of developing far-ocean fishing industry.

(E)Around the port is a large area of free land and sand-bank. It is suitable to develop a modern new port city.The pumped sand can be used for filling the sand-bank to build new land for the port city. The property development on this free land alone will bring large profits to the company.

(F) LinGao County is the largest fishing industry County on the Hainan Island. The port is located in the centre of many fishing villages. There are over 1000 fishing ships waiting to return to their own home port. During the typhoon season, all fishing boats will come to this port for safety reason.

In additional, this port is nearby the large Bei-Bu-Wan fishing field. Many fishing boats from the nearby provinces of mainland will also come to the new port to do products exchange and commerce activities.

(G) It is estimated that at the beginning stage of the new port, at least 100,000 tons/per year fishing products will be landed here - with the commercial value of $50M (US Dollar). The pure profits of marketing fishing products is about 50%. (The VAT is 5% only)

The export of marine products yo Hong-Kong, Taiwan, Japan and Europe countries will be another business opportunbity. (Hainan Province has special favourite policy on the export products.).

(H) Hainan Island is the only province of China to have the administration power over a sea area as large as 2 million square kilometres. To free access 2/3 of the total sea area of China, there will be tremendous new opportunities for this joint venture company.

(I)Hainan island is a special economic privinece in China. And this port project opened a special area in this special province for 70 years. The joint venture company will have the ownership of a new central fishing port and the port city. So far, this is the only case on the Hainan island. The company will have the unique opportunity to combine the administration power and the business functions together. The successful development of the HuangLong Central Port and the Port City will produce profound influences and bring large benefits for the fishing industry as well as the society.
